Job Description: -
• Provide consultancy and clarification about the technical solution to the customer
• Responsible for conducting technical discussion and presentation of the product and solution details to the customer
• Providing support to sales acquisition in offers, tenders and change requests
• Communicating, finding and presenting the best solution for all Technical requirements to customer’s problem related radio network design
• Preparing technical specification documents
• Providing integration solutions of various network part (Radio, Core, Access, IP, Transport, etc) and creating End to End Solutions to the customers
• Responsible to deliver Radio Network Design and network performance for 2G/3G including nominal Cell Plan, frequency plan and capacity planning, Dimensioning, Scrambling code plan and expansion capacity for short term and long term.
• Responsible for the evaluation and design of new, advanced 2G/3G Radio technologies. 
• Has the overall radio network optimization responsibility of the customers GSM/UMTS radio network. This includes frequent network performance and configuration audits, parameter optimization, analyzing and managing drive tests and perform optimization based on the results, manage KPIs. Also responsible to implement and validate proposed actions resulting from Radio Network KPI Management
• Perform routine network performance monitoring and review of radio network Key Performance Indicators (KPI) such as drop call, TCH Blocking, Handovers, and call setup success rate
• Do database parameter settings analysis and creatively apply engineering principles to make appropriate database parameter changes/tuning, and even new feature implementation to maximize the network performance and quality in order to meet customer objectives and targets.

Competencies
• Having minimum 6 years experience in Telecommunications engineering, Design 2G/3G RF and performance
• Able to translate customer or strategic business requirements into final detailed technical design.
• Thorough knowledge of engineering best practices, capacity management, performance management, and network operations
• Solid understanding of Network Optimization and Network Performance principles
• Technical proficiency with wireless network infrastructure, knowledge of RF propagation, RF design fundamentals, antenna theory, and performance engineering systems and Model Tunning
• Solid understanding of cellular technology, TDMA, GSM, GPRS/EDGE, and UMTS/HSDPA knowledge.
• Familiar with NSN new technology, LTE, Multiradio, RU20, RG20 will be advantage
• Able & Familiar with Dimensioning planning tools, Link budget and Planning tools, Traffic Planning, BSS Dimensioning, BSS Database and Network Feature
• Proficient in the use of variety of planning tool for performance monitoring, analysis and optimization, NetAct, measurement tools (TEMS, NEMO), spectrum analyzer and MAP INFO
• Have Excel, Access, programming, RF environment trouble shooting
• Have good communication skills, good English is a must, written and verbally.
• Must be proficient in Windows based office technologies (e.g. Excel, Word, Outlook, etc.)
• Have a strong leadership, Excellent interpersonal, be able to work under pressure
• Familiar with Project Management Knowhow is advantage

The Senior RF Planning Engineer will be required to lead a team of RF engineers and independently perform RF network design and optimization activities during network rollout phase in cooperation with other parties such as site acquisition, implementation, backhaul design, and network integration.

Essential Duties and Responsibilities: 
• Lead a team of RF engineers and direct their activities to design and optimize given market area
• Perform link budget analysis, understand and utilize design criteria including coverage and traffic analysis
• Ensure data integrity of various morphology/topography databases and drive testing data for model tuning and calibration
• Perform nominal and detailed RF design, including site selection and site acquisition support
• Perform technical site survey
• Analyze and recommend equipment and antenna co-location requirements for different technologies
• Perform site build verification and acceptance 
• Create site data-fills to support site integration
• Undertake network optimization and performance improvement tasks to achieve predefined key performance indicators (KPI)

• BS or MS in Electrical Engineering, Electronics Engineering, Telecommunications, or Computer Science
• Five years work experience in RF network design and optimization
• LTE technology understanding and know-how
• LTE design and optimization experience is a plus

Role Description
· Professionally support Marketing and Sales activities for the RNPI services.
· Lead the team to deliver RNPI service to meet departmental goals.
· Act as a mentor for the younger engineers in the RNPI area (as required).
· Coordination of field teams working with data acquisition, troubleshooting or implementing recommendations. 
· Understanding of impact and coordination of improvement activities with network design team. 
· Prepare radio N&TC report, including bench marking of key performance indicator before and after the NPI, suggestion for further improvement. 
· Issuing, discussing and/or implementation of recommendations for network improvement. 
. Do presentations and participate in technical discussions with customer. 
· Other role as requested by the technical manager

Competence 
Minimum 5 years of documented experience of work in mobile networks preferably WCDMA Radio network optimization/design. 
· Experience in the areas of telecommunications and digital switching systems (e.g. AXE). 
· Business oriented and good interpersonal skills, preferably with experience from the consulting world.
· CDMA/GSM RF Design/ optimization knowledge is an advantage. 
· Proven track record of leading team of engineers in activities involving Optimization and Radio Network Design, co-ordination of daily activities, tracking of project status and cluster acceptance. 
· Generation of daily reports for the Technical Manager.
· Ability to deal with customer on various levels including Regional Manager. 
· Co-coordinating optimization status and results with a Centralized Optimization team.
· Needs to have the technical ability to present the optimization/KPI results to the customer Regional Manager in order to receive cluster/project acceptance.
· Experience on UMTS Optimization tools: e.g. TEMS, XCAL/XCAP, Agilent; Actix
· Experience with UMTS counters/statistics for identifying problems in the network and possible solutions 
· Experience on Ericsson UMTS product, features and functionality is a big advantage
· Proven record working as a senior team player and able to lead group of engineers, Drive Test teams etc 
· Strong field knowledge of HSPDA a must, knowledge of HSUPA an advantage
· Ability to work independently and to build up good customer relations.
· Ability to co-operate and work with people from different cultures.
· Self-motivated, flexible and fluent in English both oral and written.
